Why do I have to be added on the car insurance?

Im 17 and I got my license yesterday. I do not own a car, but I will be using moms car occasionally. My question is if she has car insurance, why do we have to pay extra just for me to drive it? Wouldn't the insurance she already has cover me? Dose that mean that every car I drive (that I dont own) I will have to pay for extra insurance? I just dont under stand it.
